You can do this on a per-customer basis by:
- Create a Class of Service which forbids numbers you don't want to allow.
- Assign the telephone line to this Class of Service.
- Create a Remote Access account with type Remote Access Menu, no class of service, and a PIN.
- Create a Number or Feature Code with destination type Feature "Remote access menu".
