You can do this on a per-customer basis by:

  1. Create a Class of Service which forbids numbers you don't want to allow.
  2. Assign the telephone line to this Class of Service.
  3. Create a Remote Access account with type Remote Access Menu, no class of service, and a PIN.
  4. Create a Number or Feature Code with destination type Feature "Remote access menu".
