You can do this on a per-customer basis by:

Create a class of service with the telephone's default permissions.
Assign the telephone line to this class of service.
If required, create another class of service with the alternative permissions.
Create a remote access account with type "Remote access menu", the alternative class of service (or "No class of service"), and a PIN if desired.
To have users enter the destination at a menu, create a feature code with destination type Feature "Remote access menu". The telephone can then dial this feature code.
To have users dial the remote access account and destination in one, create a feature prefix with destination type "Remote access". The telephone can then dial <feature prefix><remote access account number>*<destination>, or <feature prefix><remote access account number>*<pin>*<destination>.
